Softness is the compliance, in real units: 0 is a rigid rod, the top of the range is a rubber band. Substeps is solver quality, and it is not an innocent knob. At 8 substeps a ten link chain hangs about 70 percent stretchier than the material you asked for, because one solver sweep only carries news one link along the rope.
